Policy to Establish and Maintain an SPE Section or Student Chapter

Local sections and student chapters exist within SPE in order to provide a framework for SPE activities within set boundaries.

Establishment

The following requirements must be met and submitted to SPE International by the 15th day of February, June or October.

  1. Membership
    1. Sections must have 25 professional members residing in the geographic area.
    2. Student chapters must have 25 student members enrolled in the university, with the majority not graduating within six months of establishment.
  2. Jurisdiction
    1. Sections must indicate and be named for the city in which they intend to meet.
      1. Other cities in close proximity may be included in the jurisdiction if not currently served by another section.
      2. Jurisdiction cannot include an entire country or large geographic area.
      3. If any of the area is already included in the jurisdiction of another section, that section must agree to release the territory.
    2. Sections should explain the upstream activity in the area.
    3. Student chapters must be named for and located at a single university.
    4. Student chapters must receive department support, confirmed on the petition form.
    5. Student chapters must be at a university that offers a three-year degree program related to the upstream oil and gas industry or a two-year degree specifically in petroleum engineering. It is further required that at least one class of students has graduated from the indicated course of study.
  3. Officers and Governance
    1. Sections and student chapters must elect and submit to SPE the members in good standing willing to serve as officers. At least 3 executive officers of the student chapter must not be graduating within six months.
    2. Sections and student chapters must prepare and submit bylaws and operating guidelines in English to SPE.
    3. Student chapters must submit the name of a university faculty who is a professional member of SPE and is willing to serve as advisor to the student chapter.
    4. Student chapters must submit the name of the head of their university department who must be a professional member of SPE.
    5. Student chapters must receive support from a compliant SPE section, confirmed on the petition form.

Review and approval of petitions will be completed three times a year at the end of February, June and October. Upon approval, SPE will issue official charters and logos.

Compliance

Just as sections and student chapters must meet certain requirements to establish, it is expected that they maintain certain requirements to maintain their status. Sections or student chapters not in compliance forfeit benefits including but not limited to Distinguished Lecturer visits, monetary rebates, consideration for awards, and participation in Petrobowl. They may be subject to dissolution.

    1. Sections must have 25 professional members, excluding affiliates.
    2. Student chapters must have 25 student members.
  2. Officers and Governance
    1. Sections and student chapters must have at least three executive officers in good standing.
    2. Student chapters must have the support of a faculty advisor and head of the university department.
    3. Student chapters must have continued support confirmed by a compliant section.
    4. Sections and student chapters must submit annual reporting, financial information and current bylaws in English by the prescribed dates.
    5. Sections and student chapters must comply with SPE policies.

If one or more of the requirements is not met as of 1 September, SPE will notify the officers of the section and/or student chapter. If corrective actions are not complete by 1 December, the section or student chapter will be deemed non-compliant.

If a student chapter is deemed non-compliant due to lack of section support or presence of a faculty advisor and department head, the student chapter is granted an additional 30 days to take corrective action or be disestablished as of 1 January.

Any section or student chapter that is deemed non-compliant on 1 December in consecutive years is granted 30 days to take corrective action or be disestablished as of 1 January.

Once disestablished, a section or student chapter may not establish again for a minimum of 12 months.

Disestablishment

At any time, SPE may decide to disestablish sections or student chapters. There may also be times when the leaders of a section or student chapter find it necessary to cease operations. At the time of dissolution, all funds will be redirected to SPE.

If disestablishment is initiated by SPE, members will be notified accordingly and given the opportunity to join another group as appropriate.

To be initiated by the section or student chapter, at least two thirds of the current officers must agree. The section or student chapter must also confirm that all members have been notified regarding the decision in accordance with the procedures indicated in the bylaws.
