President's Award for Section Excellence

I.  Purpose

The purpose of the SPE President’s Award For Section Excellence is to recognize SPE sections whose efforts in member programs, technology dissemination, and cooperation with other SPE sections distinguish them. Because the award recognizes exceptional merit in a number of areas, it is not required that an award be given every year; up to six awards may be given annually.

The award shall be a suitably inscribed plaque, which shall be presented to an officer of the section at the Section Officers Workshop or at some other time during the SPE Annual Technical Conference and Exhibition.  There shall be no monetary reward.

II.  Eligibility

All sections of the Society of Petroleum Engineers, Inc., shall be eligible for the award.

III.  Qualifications

The award shall recognize: Weight
1. Technical Dissemination
Section technical dissemination efforts such as study groups, workshops, and technical meetings; sponsorship of technical conferences, exhibitions, and symposia; training and development programs; and any other programs that facilitate dissemination
of technical information.

2. Communication
Quality of section’s communication with its members, as evidenced by the section newsletter, and other correspondence such as electronic mail, Internet, and faxing.

3. Activities Outside the Section
Outreach and cooperation with other SPE sections and with local industry-related technical groups, as well as efforts by the section to encourage members to participate in activities such as Society-level committees and subcommittees and to encourage section officers to participate in activities such as the Section Officers Workshop and Membership Workshop.

4.  Membership Development
Membership recruitment and retention efforts as evidenced by the level of membership, as well as membership awareness initiatives.

5.  Student Interaction
Section interaction with students, such as participation of section members in student chapter meetings and activities; participation of students in section meetings and conferences; section-sponsored student scholarships; and other student outreach programs for students of any level.

Activities not mentioned above, such as section social activities for members or interaction with the community.

Each section will demonstrate a different level of member service in each of the six categories depending on section initiative as well as section size and resources.  To normalize the contributions of sections of varying sizes, the section size category will be determined by the number of total paid members as of June 1 in the year of application.  Sections will be grouped into three categories by paid membership number, and a combined total of up to six sections may be awarded the SPE President’s Award For Section Excellence:

 Large  401 and greater paid members   Up to three awards

The Section Annual Report will have an additional question asking why the section should be considered for the President’s Award For Section Excellence and which categories, if any, should be removed.  If that question is answered, the Section Annual Report will serve as an application for the award.  The Section should also provide supporting justification for the request to eliminate any categories, if applicable.  No variation of the form shall be considered by the awards committee in determining the recipient of the award.  Entries must be received by SPE on or before 1 June.

IV.  Award Committee

The award committee shall be composed of the current Membership Committee chairperson, the immediate past chairperson, and three other members of the committee, two appointed by the current chairperson and one appointed by the past chairperson. The current chairperson of the membership committee shall serve as chairperson for the award committee. No member of the committee shall be a section chairperson and no more than two committee members may be from the same region. If the chairperson or past chairperson is a section chairperson, he/she is ineligible to serve on the award committee and will be replaced by another Membership Committee member appointed by the eligible chairperson or past chairperson.

The award committee shall have the authority to rule on all matters not specifically covered by these rules, and all issues, including the selection of the award recipient, shall be decided by a majority vote of the committee.
