Oil and Gas Pipelines, Facilities, and California Regulatory Requirements



This course reviews oil and gas production pipelines and facilities. The topics include an overview of the proper design and operation of upstream surface equipment. The class will also give a comprehensive review of new and existing State regulations regarding surface facilities. Oil and gas operators will be given a clear understanding of DOGGR pipeline and facilities requirements.


  • The Pipelines and Regulatory Requirements portion of the class will start with an overview of pipeline properties and design features. Further topics will include integrity threats, corrosion protection, leak detection, special DOGGR designated pipeline area locations, and mechanical integrity testing. This topic will include leak detection and testing requirements to meet recent AB1420 regulations.
  • The Pipeline Management Plan section will discuss the purpose of the plans, requirements for a plan which meets regulations, what has changed about the Plan requirements, testing methods which meet DOGGR requirements, preventative maintenance which meet Division requirements, common shortcomings of plans, what does a good plan look like, and how to submit plans to the state’s new database.
  • GIS Data requirements and inputs are part of the new AB 1420 regulations. This section of the course will review what these new GIS data requirements are and how to properly input the GIS data to DOGGR.
  • Tanks are integral to the operation of an oil field. This topic will review tank construction, tank inspection procedures, and DOGGR regulations that apply to tanks.
  • Sumps and Berms have specific regulations and design requirements. This part of the class will review these requirements and the areas of focus that are to be considered to comply with the regulations
  • The Spill Contingency Plan portion of the class will review the purpose of the plans, requirements for a plan which meets regulations, what has changed about the Plan requirements, common shortcomings of the plans, what to include on plan maps to obtain approval, what does a good plan look like, and how to submit plans to the state’s new database.
  • Out-of-Service Facilities have special requirements that must be met. This course area will
    review the process of putting an oil production facility Out-of-Service
  • The new DOGGR Pipeline and Facilities Program is being assembled to put a closer focus on the operation and maintenance of surface equipment. This final part of the class will review the Program, its objectives, and the areas that will be in focus in the upcoming years.

Mark Steinhilber is the Pipeline and Facilities Program Manager for DOGGR. Mark holds MS degrees in Ocean Engineering and Mechanical Engineering from MIT and a BS in Naval Architecture from the US Coast Guard Academy. He has extensive experience in safety, design, and regulatory compliance for offshore oil and gas production rigs and platforms, tankships, as well as onshore oil and gas production facilities.

Mike Edwards is a senior engineer with DOGGR’s Statewide Pipeline and Facilities Group. He is a California registered mechanical and civil engineer, with a BS in mechanical engineering from Northeastern University and a MS in engineering from California State University Long Beach. Michael has over 30 years' experience that includes shipbuilding, aerospace, environmental, and petroleum transportation.

Kathleen Andrews is the Pipeline and Facilities Engineer for the Southern District of DOGGR. She is a registered Geologist and Hydrogeologist with the State of California, with a Master’s degree in geology from San Diego State University, and has been in state service for 8 years. Michael O’Neill is the manager of the GIS Services Unit for DOGGR Headquarters and is the primary author of DOGGR’s gas pipeline data standard. He is a long-time GIS professional with 16 years of experience in State, Federal, and academia. Michael received his BS in Soils and Water Sciences from UC Davis.

Robert Schaaf is the Facilities Senior Oil and Gas Engineer for DOGGR’s Pipeline and Facilities Headquarters Program. He has previously been with Chevron, Aera Energy, and Occidental Petroleum in California and worldwide. Robert received his BS in engineering from the University of Southern California.
